New Temporary Childcare Benefit: Instructions for Departments

Dear HR Network and Senior Business Officers:

The following are detailed instructions on how to process the temporary childcare benefit for eligible employees that was announced on Monday. An email will be going out to employees announcing this benefit and providing them a link to the application form.

This summer childcare benefit will be paid as additional compensation. Please review the information below on how to process the application and add comp payment.

Application

Eligible employees who wish to apply for the summer childcare benefit must complete the Summer 2020 Childcare Benefit Application form.

Approvals

Once the employee has completed the form, the HR Manager or Senior Business Officer must review and approve the request. Please review the criteria listed in the description of the benefit and ensure that the applicant meets the criteria.

  • For officers of instruction, research, libraries, administration and non-union support staff: Once the request is approved at the school/department level, please send the signed form to hrbenefits@columbia.edu for final approval. The Benefits team will review the application and respond as quickly as possible.
  • For student officers and post-doctoral research fellows: once the request is approved at the school/department level, you may initiate the add comp following the steps below.

Processing the Additional Compensation Payment

Once you have final approval on the application, please create an additional compensation payment for the employee, as outlined below:

  • For officers of instruction, officers of research, officers of libraries, officers of administration:
      • Use the normal PAC add comp process
      • Earn Code:  011
      • ComboCode: 1000494794
      • You must include a comment for this payment that states “Summer 2020 Childcare benefit” and the date you received the approval from HR Benefits
      • Once initiated, the add comp will follow the normal approval process for your department, but will be approved by central HR as the foreign funding department
  • For student officers and post-doctoral fellows:
      • Use the normal PAC add comp process
      • Earn Code: 011
      • ComboCode: the cost of the payment must be borne by the school or institute. Fringe-pool funding is not possible
      • You must include a comment for this payment that states “Summer 2020 Childcare benefit” and the date you received the approval from the Senior Business Officer or Department HR
      • Once initiated, the add comp will follow the normal approval process for your department
  • For non-union support staff:
      • Complete a Labor Accounting Form for the employee
      • Attach the fully-approved application form to the LAF
      • Earn Code: 011
      • ComboCode: 1000494794
      • Submit the LAF form for approval, following your normal workflow
