Columbia University Response to Court Decision on FLSA Changes

On November 15, 2024 a U.S. District Court judge issued an injunction blocking the new Fair Labor Standards Act (FLSA) overtime rules scheduled to go into effect on January 1, 2025. This decision applies nationally and impacts Columbia’s officers of research and officers of the libraries. New York State salary minimums that apply to officers of administration are not impacted.

What this means for full-time Officers of Research and Libraries:

Full-time Officers of Research and full-time Officers of the Libraries are already paid at a higher, University-established salary minimum, so this change will not have an impact on them.

Salary increases that went into effect on July 1, 2024 in order to meet the new minimum required rate will remain at their new rate.

Any proposed salary increases scheduled for January 1, 2025 to meet the new federal minimum will not be implemented due to the salary minimum being reset to the January 1, 2020 minimum of $684 per week ($35,568 per year).

What this means for part-time Officers of Research and Libraries:

Part-time Officers of Research and Officers of the Libraries who were scheduled to be converted to Hourly Officers (non-exempt) on January 1, 2025 will remain exempt salaried Officers, assuming they meet the federal minimum of $684 per week, and will continue to receive semi-monthly pay.

Part-time Officers of Research who were already transitioned to the bi-weekly pay schedule and are keeping time sheets will continue on that pay calendar until the end of their current appointment. Any exceptions to this will be managed on a case-by-case basis with the Office of the Provost or the Office of Faculty Affairs, as appropriate.

What this means for full-time and part-time Officers of Administration:

The federal change has no impact on Officers of Administration. The New York State DOL changes, as outlined in the prior notice on November 6, 2024, remain in effect.
